Financial disruption of Rs.257 crore found in Bihar’s universities, the department gave one week’s time

The government has spent crores of rupees lying idle in all the universities for a long time. The universities were neither using it nor informing the government about it. Even this amount was not being returned to the government. When the government came to know about this in the last April, the Finance Department was also surprised.

Now another tough step has been taken to restore financial discipline in universities. The finance department has ordered universities to refund over 257 crores deposited in PL account (Personal Ledger Account) over the years without informing the government. If the amount is not refunded within a week, it will be considered as a financial irregularity.

The universities of Bihar will have to return 257 deposits in the PL account. After consultation with the Finance Department, the Education Department warned the Registrars. Education Department ordered to return the money to the department within a week.

Taking the whole matter seriously on the advice of the Finance Department, the Education Department has cautioned all the universities and directed that the amount of PL account should be made available to the department through bank draft in the name of Bihar Government. According to the education department, on April 4 this year, the amount deposited in the PL accounts of the universities of the state was detected. This amount is lying unutilized in the said account of the universities.Then the registrar and finance officers were warned as to how this amount was deposited and why it was not utilized without giving any notice to the government. To this the registrar did not give a satisfactory reply. After this, the Education Department had sent a proposal to withdraw the amount to the Finance Department and sought necessary guidance. The Education Department has issued this order under the advice received from the Finance Department.

The order was issued by the Registrars of Patna University, Patliputra University, Magadh University, Veer Kunwar Singh University, Jai Prakash University, Veer Kunwar Singh University, Tilka Manjhi Bhagalpur University, Munger University, Lalit Narayan Mithila University, BN Mandal University and Maulana Mazharul.
